The Multi State Internet Gaming Association – a body set up by Nevada and Delaware to set standards and guide policy for signatories to shared player pool agreements has published a full explanation of its structure and objectives here:

The initial partners in the MSIGA have repeatedly emphasised that other states are welcome to join the body, encouraging the development of more harmonised regulations for intrastate online gambling regimes.
