Gambling Commissioners reappointed
4/12/10 – The UK government's Department of Culture, Media and Sport has announced ther reappointment for a further four years of Rachel Lampard and Lord (Andrew) McIntosh of Haringey as Commissioners of the Gambling Commission.
The second terms of Lampard and Lord McIntosh will run from 3 July 2010 to 2 July 2014.
In addition, Brian Pomeroy, chair of the Gambling Commission, who had already indicated that he would not be seeking a second term as Chair of the Commission has agreed to extend his current appointment by 6 months to end on 30 March 2011.
Brian Pomeroy CBE was the Senior Partner of Deloitte Consulting until 1999 when he took up a number of public, private and voluntary sector appointments. He is currently Chairman of the Treasury’s Financial Inclusion Taskforce and a non-executive director of the Financial Services Authority. He is a member of the Financial Reporting Review Panel and is a director and Deputy Chairman of QBE Insurance Europe Ltd. He is a board member of the Social Market Foundation and Chairman of the Photographers Gallery. He was formerly Chairman of the Payments Council, the National Lottery Commission, Centrepoint and Homeless Link, a board member of the Audit Commission and a member of the Disability Rights Task Force and a Trustee of Money Advice Trust. He was awarded a CBE in 2006 for services to homeless people.
Rachel Lampard leads an ecumenical team shaping Baptist, Methodist and United Reformed Church work on political and social issues. Formerly she worked for a number of housing charities, and was a Member of the Central Religious Advisory Committee of the BBC and Ofcom. She was previously a trustee of the Responsibility in Gambling Trust and is currently on the executive committee of the Society for the Study of Gambling
Lord McIntosh of Haringey has previously been Government Spokesperson in the Lords for the Treasury, Trade and Industry and DCMS (1997-2003). He was Deputy Chief Whip in the Lords (1997-1993); Deputy Leader of the Opposition (1992-97); Opposition Spokesperson in the Lords for education and science, the environment and home affairs (1985-97). In local government, he was a Haringey borough councillor in the 1960s, and Leader of the Opposition at the GLC (1980-81). Andrew McIntosh began his business career (1957) as a market researcher for Gallup, Hoover and Osram (GEC). He ran his own market research company IFF Research Ltd from 1965-1996 and has had long-term involvement with the Market Research Society as their Journal editor (1963-67), Chairman (1972-3) and President (1995-98).
The Chancellor announced in the Budget Statement on 24 March that it was the Government’s intention to merge the National Lottery Commission and the Gambling Commission (see previous InfoPowa report) subject to the development of a business case and consultation. The timing of any potential merger and the governance structure of any new body have therefore yet to be determined.
Brian Pomeroy’s experience as a Chair of both the National Lottery Commission and the Gambling Commission will greatly assist in consideration of how best to merge the organisations whilst preserving the most appropriate regulation of both sectors, the DCMS statement notes.
